His expertise is in Policy and regulation development and execution, skills development having prepared policy documents, norms and standards and human resource development plans for the Ministry of Agriculture and Livestock Development to support capacity building for entrepreneurs farmers and employees in a number of agricultural sub-sectors including cereals crop development, HVC including beekeeping and sericulture development. As, Policy Expert in agriculture commercialization review of past reports, policy documents and legal frameworks he has supported to design implementable actions in the short term, medium term, and long-term undertaking stakeholder discussions at multiple locations and at the appropriate levels to understand stakeholder buy-in and capacity building requirements for implementation. Identify key bottlenecks and gaps which hinder implementation of Agriculture Development.

As Program Advisor at DEPROSC-Nepal, and has experience of project design, implementation, and supervision & monitoring of [implemented program in the different thematic areas including livelihood improvement,Natural Resource Management , Disaster Risk Management,different Literacy program including financial and Business literacy program. He has worked as an Institutional support expert and he has work experience in IPM. SPS and TBT field, policy for strengthening plant quarantine capacity and development of National Pesticide Consumption Statistics in Nepal.
Education: MSc Pest Management & Plant Protection, UC Davis, California, USA (1979) and BSc Agriculture, University of Udaipur, Rajasthan, India (1970)

Relevant Training : Institutional and regulatory mechanisms in pesticide management, Education, and awareness program on the application of pesticides safety measures and Enabling Activities to facilitate Early Action on the Implementation of Stockholm Convention on POPS. And preparation of various pesticide related training materials on pesticides used in Agriculture. Training on Storage of Durable Agri-products in TDRI, United Kingdom.

Relevant Professional Experience
He worked in Government of Nepal as a senior Civil Servant for 39 years’ in various capacities as Research scientist, program Director, Regional Director, Joint Secretary and Secretary in Ministry of Agriculture focusing on promoting profitable commercial agriculture and increased competitiveness, institutional strengthening, and food safety and certification, prepared analytical reports on the policy and regulatory framework, input supply regulations (pesticide, fertilizers etc.), sanitary and phytosanitary standards, among others. The assessment included analysis of legal frameworks for submission to parliament/cabinet/ for approval, review of the SPS related plant quarantine Acts and regulation, Operational guideline and Quarantine programs. Also worked as a technical expert on a study on a national survey on consumption statistics of pesticide in Nepal.Provided policy advice on: agriculture, livelihoods, natural resource management, agriculture commercialization, and income generation and have prepared more than 20 Phytosanitary standards for GON. Further, prepared Sericulture Policy, National IPM policy with support from UNDP/FAO. Developed TCP Project for FAO on Combating Citrus decline problem in mandarin (orange) alos has work in various projects and programs implemented in coordination and cooperation of various donors USAID, ADB, FAO, DFID, UNDP .
