Mr. Khanal has served Government of Nepal for 30 years in different capacities, Secretary to Government of Nepal at the apex. Besides government service (retired on 12thApril, 2016) he is now associated with the Nepal Warehousing Company Ltd, as Chief Executive Officer. This company has been incorporated publicly two years before to provide warehouse facilities to the farmers, grainers and millers. A total 55000 MT capacity of silos are about to ready to start their business operations in three months. Previously, he was associated with the Center for Environmental and Agricultural Policy Research and Development (CEAPRED) as Executive Director for almost five years till December 2020. CEAPRED is non-political and non-profit making non-governmental organization established 32 years ago. In capacity of executive chief of the organization, Mr. Khanal was responsible for carrying out environmental and agricultural policy related researches for the center. While doing researches, his teams mainly focus on sustainable development through poverty reduction, improvement in food security and woman empowerment. At present he is associated with CEAPRED as an Executive Member of its Eighth Executive Committee.

Besides, he also serves as a Public Director of the Machhapuchchhre Bank Ltd (2016 August-to the date). He heads the committee meetings of Risk Management committee and Human Resources and Facilities Committee. Till the period of 2016 to 2018, he also chaired the Recruitment and Selection committee of Human Organ Transplant Hospital, Bhaktapur.

He has hold Master’s Degree in Business Administration from India and has also had opportunity to complete Post Graduate Diploma in Strategic Defense and Studies from the College of Defense Studies of National Defense University, PLA of China. During his service with the Government of Nepal, he spent almost ten years in defense and internal security affairs of the country. While he was with the Ministry of Home Affairs; he served as Chief District Officer in five districts including Kathmandu district. As spokesperson and Chief of the Law and Order Division of Ministry of Home Affairs, he had responsibility of ensuring smooth law and order throughout country. He served as Coordinator of Tibetan, Bhutanese and urban refugees. Before that, he served as Chief District Officer in five most critical districts of the country during second half of conflict period including Kathmandu district, the capital of Nepal. He had experience of holding elections to the Constituent Assembly and parliament and local government.

He had exposures to both security and development during his association with government. His ability to head developmental programs and projects in Ministry of Agricultural Development was widely applauded by all stakeholders including donors and international development partners. Mr. Khanal believes that both security and development interventions should always go side by side in order to reduce poverty, bring sustainable development and empower the sovereign people. He opines that the development in absence of security, is almost impossible and vice-versa. Ministry completed drafting of Agriculture Development Strategy, with twenty years of vision and ten-year action plan during his two- and half-year long leadership as Secretary in the Ministry of Agricultural Development. During his tenure in this ministry, obtaining trademark for Nepali coffee and Tea was initiated.

In capacity of the Secretary at the Office of the Prime Minister and Council of Ministers, his responsibility was to assist the Chief Secretary to conduct meetings of the council of ministers, to draft the decision of cabinet and sub-cabinet meetings, to coordinate with secretaries of different ministries in day to day administration. Similarly, he assisted the Chief Secretary in the integration process of the then Maoist combatants in the Nepali Army.

During his tenure of Secretary in the Ministry of Industry, he succeeded to well manage the immediate relief program brought for the victims of the earthquake of 25th April, 2015. During his leadership in this ministry, the ministry submitted two important bills meant for industrial sector development in the parliament for discussion; namely Industrial Enterprise Development Bill and Special Economic Zone Bill. He has demonstrated his quality to work in the extreme time pressure in this ministry. During his tenure as Secretary in this Ministry, he had been instrumental to constitute a committee to amend existing Foreign Investment and Technology Transfer Act, 2049. In order to protect intellectual properties, he constituted a committee to review existing Trademark Act, 2022, the committee has representation of different ministries of government of Nepal whereas the Trademark Act, 2022 deals only with industrial intellectual property.

Before his retirement as Secretary of government of Nepal, he worked for the Ministry of Defense and was involved in reforming, redesigning and rebalancing of Nepali Army. He drafted bill of the National Security Council, which is now being discussed in the parliament. He drafted National Security Policy, for the first time in the history of country and that got approved by the council of Ministers.

Mr. Khanal served as Regional Administrator and Executive Secretary at the Office of the Nepal Trust before he was transferred to the position of Secretary of the Office of the Prime Minister and Council of Ministers.
Mr. Khanal lives with wife and two children in Kathmandu. He has visited many countries. He is keen to study on conflict and peace building, international relations and sustainable development, Baking and Financial institutions operations.
